$81 Million Investment Expands Second Chances Through Workforce Training

The U.S. Department of Labor is committing $81 million to new workforce training programs designed to help formerly incarcerated individuals move into stable, well-paying careers in skilled trades and advanced manufacturing.

Where the Opportunities Are Growing

This funding will prioritize programs connected to high-demand industries like shipbuilding, artificial intelligence infrastructure, nuclear energy, transportation, and advanced manufacturing. Applicants that partner with Registered Apprenticeship programs will receive special consideration—highlighting the growing importance of hands-on, earn-while-you-learn career pathways.

These efforts come at a critical time, as many of these industries face worker shortages due to retiring employees and limited talent pipelines.

Building Pathways to Careers

Through the RESTART initiative, the Department of Labor will support a range of training opportunities, including:

  • Pre-apprenticeships and Registered Apprenticeships
  • Paid work experiences
  • Industry-recognized credentials
  • AI and digital skills training

The goal is simple: connect participants to real career pathways that lead to long-term success.

How the Funding Will Be Used

Up to 20 projects will be funded nationwide. About $30 million will support national and regional organizations focused on youth and young adults, while the remaining funds will go to state, territorial, and tribal workforce programs.

Why It Matters

This investment not only opens doors for individuals reentering society—it also strengthens industries that are essential to the country’s future. By aligning workforce development with real labor market needs, the initiative creates a win-win: expanding opportunity while building a stronger, more resilient economy.
